We tried to download and install our PC version of Fallout 3. It downloads but it is not working when we click on the Play-New game. Also, when we downloaded the disc it did not ask for the code numbers. Why it is not working?

Fallout 3 is not working on your computer either because it is not compatible with your system or it is not installed correctly. The game works only on computers with the following minimum configuration:
CPU: Intel Pentium 4 or equivalent processor;
CPU Speed: 2.4 GHz;
RAM: 1GB System RAM (XP)/ 2GB System RAM (Vista);
OS: Windows XP/Vista
Video Card: Direct X 9.0c compliant video card with 256MB RAM (NVIDIA 6800 or better/ATI X850 or better).
If these requirements are fulfilled, remove the game from your computer and then install it again. If you're trying to run it on a Windows 7 or Windows 8 machine, try applying the instructions from the related question.
You can fix the game by applying a compatibility tweak. Right click the executable file and select Properties > Compatibility. Use Windows XP Service Pack 3 and accept the changes then (if you have a quad core computer), locate the fallout.ini file in My Documents\My Games\Fallout3.
Identify the following options :
bUseThreadedAI=0 > change to 1
iNumHWThreads=2 > change to 2 from 4. If you still have problems, change to 1
Close the file then start the game again and it will work.

I have the retail version. What upgrades should I download for single player use only?
I'd say, get the latest Patch 1.7. If you want to play the latest DLC like Mothership Zeta you MUST install the latest patch anyway.
